Weekend Roundup: April 25-26 Date: April 27, 2026 Prepared by: Joseph Bober, Public Information Officer Email: PIO@flaglersheriff.com Release #: 2026 – 095 BUNNELL, Fla. — Flagler County Sheriff’s Office deputies made 18 arrests this past weekend between 6 p.m. on Friday, April 24, 2026, and 6 a.m. on Monday, April 27, 2026. Deputies handled 777 calls for service and made 137 traffic stops. Palm Coast Man Arrested for DUI, Narcotics, and More On Sunday, deputies arrested a Palm Coast man on multiple charges following a traffic stop and DUI investigation. Just after midnight, deputies conducted a traffic stop on a vehicle on North Ocean Shore Boulevard in Palm Coast, in which the registered owner of the vehicle had only an ID card but no valid driver’s license. During the traffic stop, deputies contacted the driver, identified as Richard Leahy, 64, of Palm Coast, who they confirmed did not have a driver’s license. When deputies asked Leahy why he was driving without a license, he responded, “I’m just going to Sea Colony.” After deputies informed him that was not a valid excuse to be driving without a license, he stated, “I shouldn’t be driving.” While speaking with Leahy, deputies could smell alcohol coming from the vehicle and observed that he was slurring his words and lacked confidence in his movements. Deputies asked Leahy to exit his vehicle. When he exited, he was unsteady and almost fell into the roadway. Deputies asked Leahy to complete a series of field sobriety exercises, which he refused. Deputies then placed him under arrest. While searching Leahy, deputies found a medicine container with multiple types of pills. Deputies identified two pills as acetaminophen hydrocodone bitartrate, a Schedule II controlled substance; two pills as gabapentin; and one pill as atorvastatin calcium. Five other pills in the container were unable to be identified. Leahy told deputies the pills were prescribed to him, but was unable to provide proof of any prescriptions, despite being given multiple opportunities to do so. Deputies transported Leahy to the Sheriff Perry Hall Inmate Detention Facility, where he was asked to provide a sample of his breath, which he refused. Deputies arrested Leahy for driving while license suspended, cancelled, or revoked with knowledge; DUI; refusal to submit to DUI testing (subsequent offense); possession of a controlled substance without a prescription; possession of a new legend drug without a prescription; and possession of drug paraphernalia. He was booked into the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $7,150 bond. He didn’t have a license, was impaired, and had pills on him that he shouldn’t have,” said Sheriff Rick Staly. “He once again earned himself a ride to the Green Roof Inn. Hopefully, he learns a lesson and doesn’t get behind the wheel again.” Leahy was previously arrested by the Florida Highway Patrol in December 2024 for DUI and driving while license suspended with knowledge. He also has numerous prior arrests for domestic battery. Interlachen Man Arrested for Marijuana Following Traffic Stop On Monday, deputies arrested an Interlachen man after he was found in possession of narcotics following a traffic stop. At approximately 12:30 a.m., a deputy on patrol in the area of North Ocean Shore Boulevard and Jungle Hut Road in Palm Coast conducted a traffic stop on a vehicle which did not have any working taillamps or light illuminating the license plate. During the traffic stop, the deputy contacted the driver, identified as Randall Ratliff, 20, of Interlachen, and a passenger. While speaking with the occupants, the deputy could smell the strong odor of marijuana coming from the vehicle. The deputy also observed a burnt blunt in the door handle of the vehicle and an unburnt blunt on the floorboard. Both occupants were asked to exit the vehicle. Deputies then searched the vehicle and located a jar containing THC wax residue, three THC wax cartridges, multiple clear plastic bags containing 69 grams of marijuana, a scale, and an open box of clear plastic bags. Ratliff claimed ownership of all the contents found in the vehicle. Due to the large quantity of marijuana, along with the scales and plastic bags, deputies determined Ratliff to be in possession of the marijuana with the intent to sell. While searching Ratliff, deputies found a Maine driver’s license belonging to another person. When deputies asked why Ratliff was in possession of another person’s driver’s license, he replied, “I’ve had it for such a long time. It was a joke, to be honest.” Deputies also arrested Ratliff for possession of marijuana with intent to sell, possession of drug paraphernalia, and possession of the personal identification information of another person. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $3,500 bond. The passenger was released from the scene.
