Upstate man jailed on child exploitation charges after multi-agency probe Plattsburgh, NY — A joint investigation involving state and federal authorities has led to the arrest of a local man accused of promoting child sexual abuse material. Justin R. Stroup, 37, of Plattsburgh, was taken into custody by the New York State Police Troop B Computer Crime Unit in coordination with Homeland Security Investigations and Plattsburgh City Police. Authorities said Stroup was charged with promoting an obscene sexual performance by a child and promoting a sexual performance by a child, both classified as felony offenses under New York law. He was arraigned in Plattsburgh City Court and remanded to the Clinton County Jail. Officials said the investigation remains ongoing and is being conducted jointly by multiple agencies.
